Providence may participate in compliant subcontracting or teaming arrangements subject to licensing, solicitation requirements, prime-contractor approval, cybersecurity obligations, insurance requirements, and a written agreement.

Portugal–U.S. teaming compliance
This checklist is a working onboarding aid for a proposed teaming or subcontracting arrangement between Providence Agency Services LLC, a U.S. subcontractor, and a Portugal-authorized insurance broker serving as the proposed prime. It is not a bid, legal opinion, or guarantee of award. Final responsibilities must be confirmed in the solicitation and a written agreement.
1. Purpose and FAR 9.6 teaming framework
- ☐ Confirm the Embassy Lisbon requirement, contract type, period of performance, place of performance, and submission deadlines.
- ☐ Use a written teaming or subcontracting agreement that identifies the proposed prime, subcontractor scope, proposal duties, confidentiality, data handling, pricing, and termination terms.
- ☐ Treat any reference to FAR Subpart 9.6 as a planning framework only; the solicitation and the contracting officer’s instructions control.
- ☐ Do not represent a teaming relationship, registration, license, or award until verified and authorized in writing.
2. Portuguese prime contractor responsibilities
- ☐ Maintain current ASF authorization for the relevant life and health insurance mediation activities and confirm the authorization covers the proposed services.
- ☐ Confirm the local insurer, provider, claims, enrollment, assistance, and customer-service network required by the solicitation.
- ☐ Confirm Portuguese and EU consumer, insurance, employment, tax, and procurement obligations that apply to the prime’s performance.
- ☐ Establish GDPR roles, lawful bases, privacy notices, retention, data-subject rights, breach handling, and any required processor/subprocessor agreements.
- ☐ Provide verified corporate registration, ASF details, authorized signatories, insurance, banking, and conflict-of-interest information requested by the solicitation.
3. U.S. federal contracting requirements
- ☐ The proposed prime should confirm whether it must obtain an NCAGE code for the foreign entity and complete the applicable SAM.gov entity-registration process.
- ☐ Obtain and verify the prime’s SAM.gov Unique Entity ID (UEI) when required by the solicitation or registration workflow.
- ☐ Keep legal name, address, ownership, representations and certifications, points of contact, banking, and exclusions information consistent across official records.
- ☐ Review the solicitation for foreign-entity, cybersecurity, safeguarding, invoicing, tax, sanctions, and flow-down clauses before proposal submission.
- ☐ Providence can provide administrative coordination, document checklists, bilingual support, and proposal-formatting assistance; the prime remains responsible for the accuracy and submission of its federal registrations.
4. Providence Agency Services LLC responsibilities
- ☐ Maintain organized proposal files, version control, submission calendars, meeting notes, and action registers.
- ☐ Support bilingual coordination, structured document exchange, scheduling, stakeholder follow-up, and clarification tracking.
- ☐ Format capability statements, compliance matrices, questionnaires, and supporting exhibits using facts supplied and verified by the parties.
- ☐ Provide U.S. B2G administrative support and identify missing information without presenting pending registrations or licenses as active.
- ☐ Keep regulated insurance solicitation, recommendation, placement, enrollment, and servicing with properly licensed personnel and authorized entities.
5. Mutual data security and privacy
- ☐ Define the parties’ GDPR controller/processor roles and the U.S. privacy and security obligations that apply to the contract and any flow-downs.
- ☐ Minimize PII, use approved secure transfer channels, restrict access by role, encrypt data in transit and at rest, and maintain an incident-escalation path.
- ☐ Do not send Social Security numbers, full Medicare numbers, payment-card data, medical records, passwords, or other sensitive identifiers through a general website form or unapproved email.
- ☐ Document retention, deletion, return-of-data, audit, breach-notification, and subcontractor controls before exchanging operational data.
